FIFTY-NINTH LEGISLATURE OF THE STATE OF WYOMING
2007 GENERAL SESSION

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

(a)

Fifty thousand dollars ($50,000.00) is appropriated from the general fund to the Wyoming retirement board for the balance of the fiscal biennium ending June 30, 2008 to contract with a certified actuary for a study and development of actuarial information necessary to establish a retirement program for Wyoming emergency medical technicians. The program shall be similar to the volunteer firemen's pension fund established pursuant to W.S. 35

615. The study shall:

(i)

Make an actuarial determination of the costs of a retirement program covering full-time, part-time and volunteer emergency medical technicians in Wyoming;

(ii)

Identify possible funding sources for the program;

(iii)

Compare the advantages and disadvantages of a defined benefit or a defined contribution plan;

(iv)

Identify necessary or recommended differences between an EMT retirement program and the volunteer firemen's pension fund;

(v)

Recommend whether the program should be part of an existing retirement plan or an entirely new plan.

(b)

The Wyoming retirement board shall report the results of the actuarial study to the joint labor, health and social services interim committee and the joint appropriations interim committee not later than November 1, 2007. In addition, the department of health shall report to the joint labor, health and social services interim committee by November 1, 2007 regarding recommendations for other recruitment and retention incentives for emergency medical technicians, whether administered by the department or otherwise, and the availability of training grants for EMT candidates.
