visitation rights to a child in an adoption proceeding.

Allows the court in which the
adoption proceedings are taking place to exercise its discretion to determine
whether it is in the best interest of the child to allow persons awarded
visitation rights an opportunity to be heard in the adoption proceedings.

Prohibits a grandparent from
attempting to establish visitation rights to a grandchild in the event the
grandchild was adopted and neither adopting parent was related by blood to the
child.

(c)

The following documents shall be filed with every petition to adopt a child:

persons an opportunity to be heard if the court finds it to be in the best interest and welfare of the child.

(c)

No action to establish visitation rights may be brought by a grandparent under subsection (a) of this section if the minor grandchild has been adopted and neither adopting parent is
a natural parent

related by blood to
the child.

Section 2.
This act is effective July 1, 2007.
