A BILL

for

AN ACT relating to community colleges; establishing a task force to review, evaluate and develop recommendations on community college programs and services as specified; imposing reporting requirements; providing appropriations; and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

There is created a community college planning task force to consist of the following:

(i)

The chairman of the senate education committee;

(ii)

The chairman of the house education committee;

(iii)

Nine

) members appointed by the governor as follows:

(A)

Two
(

) representative
s
of community colleges
to reflect academic and vocational missions of the colleges
;

(B)

One (1) member representing the department of workforce services;

(C)

One (1) member representing the
Wyoming

travel, recreation and tourism industry
;

(D)

One (1) representative of the
Wyoming
oil and gas industry;

(E)

One (1) representative of the
Wyoming
mining industry;

(F)

One (1) representative of the small business community in
Wyoming
;

(G)

One (1) representative of the
Wyoming
health care industry;

(
H
)

One (1) representative of the public.

(b)

The task force shall comprehensively review and evaluate the existing community college system and develop recommendations on the most efficient and effective manner in which to provide community college educational and workforce preparation programs and services in Wyoming, including community college structure, governance, revenues, programs
, including programs addressing opportunities for post-secondary education re-entry,
and the integration of post-secondary programs with public school programs.

(c)

Appointments shall be in sufficient time to enable the first meeting of the task force to be held not later than May 1, 2007. At this initial meeting, the task force shall select a chair and vice-chair from among its membership. Thereafter, task force meetings shall be scheduled upon the call of the chair.

(d)

The task force may retain consultants as necessary to fulfill it duties under this act. The governor's office shall staff the task force and state agencies shall provide information to the task force as requested in order to fulfill its duties.

(e)

Legislative members of the task force shall receive compensation, per diem and travel expenses in the manner and amount as prescribed by W.S. 28

101. Remaining task force members who are not state employees shall receive the per diem and mileage paid members of the
Wyoming
legislature under W.S. 28

101 for each day of actual task force meetings and travel to those meetings.

(f)

The task force shall report its findings and recommendations to the governor, the joint appropriations interim committee and the joint education interim committee by June 1, 2008. The joint education interim committee shall forward any legislation necessary to implement task force recommendations to the 2009 legislature.

(g)

This section is repealed March 31, 2009.

Section 2.

(a)

One
hundred
twenty-five
thousand dollars ($
1
25,000.00) is appropriated from the general fund to the governor for the period commencing on the effective date of this act and ending March 31, 2009, as necessary to fund the community college planning task force in carrying out its duties under this act.

(b)

For the period beginning on the effective date of this act and ending
March 31,
2009, ten thousand dollars ($10,000.00) is appropriated from the general fund to the legislative service office to fund
the
expenses of the state legislative members of the task force to complete the duties assigned to the task force.

Section 3.

This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
u
tion.
