Summary/Major Elements:

Under
existing law, the federal government, through the Veterans Administration or
the Department of Defense, provides for the medical needs, including mental
health and substance abuse needs of qualified veterans or soldiers.

This bill
appropriates state funding ($798,000.00) to the Department of Health for the
biennium beginning July 1, 2008, to meet the mental health and substance abuse
needs of veterans or soldiers who have participated in military operations
since September 11, 2001, and their families, as follows:

$440,000.00
for 2 contractors to detect and identify qualified veterans or soldiers and
their families who may be in need of the specified services, and to help them
obtain needed assessments and treatments;

$68,000.00
for a voucher program to reimburse physicians who provide assessment screenings
under this act and who are not otherwise reimbursed for those screenings;

$250,000.00
to reimburse veterans and soldiers for travel, childcare and other necessary
expenses to access services under this act;

$40,000.00
to provide training to physicians and other health care providers on war
related injuries and illnesses;

The bill provides
that the appropriations shall not become part of the Department's standard
budget, and shall be reduced to the extent federal funding is received for the
services.

2008 BUDGET SESSION

AN ACT relating to military affairs; providing appropriations to address mental health and substance abuse problems of military personnel and their families associated with participation in military conflicts as specified; and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

There is appropriated
seven
hundred
ninety
-eight thousand dollars ($
79
8,000.00) from the general fund to the department of health for the biennium beginning July 1, 2008 and ending June 30, 2010. The department of health shall use the funds appropriated under this section as follows:

(i)

Four hundred forty thousand dollars ($440,000.00) to contract with two (2) persons whose duties shall include the detection and identification of soldiers returning from
active
duty in
military operations on or after September 11, 2001
and their families who may be in need of mental health or substance abuse treatment services. The contractors shall assist eligible persons identified as having potential or actual mental health or substance abuse problems to obtain assessments of and treatment for the mental health or substance abuse problems;

(ii)

Sixty-eight thousand dollars ($68,000.00) to reimburse physicians who provide assessment screenings to soldiers and their families under paragraph (i) of this
sub
section and who are not otherwise paid for the screening tool used in the assessment. The funds under this paragraph shall be used only to pay for the screening tool used by the physician. Reimbursements under this paragraph shall be paid to the
physicians providing the assessment screenings
under a voucher system administered by the department;

(iii)

Two hundred fifty thousand dollars ($250,000.00) to reimburse soldiers and their families under paragraph (i) of this
sub
section for travel, childcare and other expenses necessary to access mental health or substance abuse treatment resources, when the expenses are not otherwise reimbursed from another source. Reimbursements under this paragraph shall be paid to the soldier under a voucher system administered by the department;

(iv)

Forty thousand dollars ($40,000.00) to provide training to physicians and other health care providers on war related injuries and illnesses to ensure the use of best practices in Wyoming;

(v)

The appropriations provided in paragraphs (i) through (iv) of this subsection shall not become part of the standard budget and shall be reduced to the extent that federal funding is received to pay for the services described in those paragraphs.

Section 2.
This act is effective July 1, 2008.
