Garnishment of earnings for personal services.

)

From income due the judgment debtor, the garnishee may withhold and retain an administrative fee of ten dollars ($10.00) for each pay period for which income is withheld. The administrative fee shall be in addition to the amount required to be withheld under the writ of garnishment. If the addition of this fee causes the total amount withheld to exceed the restrictions imposed by subsection (b) of this section, the fee shall be deducted from the amount withheld.
