Conservation easements.

(a)

Except for any conservation easement received or accepted by the board before
the effective date of this act
, the board shall not accept or receive any conservation easement pursuant to

Short title; definitions.

(b)

As used in this article, unless the context requires otherwise:

"Holder" means:

governmental body empowered to hold an interest in real property under the laws of this state or the United States

but does not include the Wyoming board of land commissioners after the effective date of this act
