The education resource block grant model and teacher
resources provided within the model for operation of school district required
educational programs.

Summary/Major Elements:

In
2006 recalibration, the Legislature enriched the minimum teacher resources
granted to each prototypical grade band level above levels recommended by
school finance consultants to the Legislature;

To
effectuate the minimum teacher resources for school configurations
different than those school configurations represented by prototypical
schools established within the model, implementing legislation had to
break apart school configurations to ensure the minimum teacher resources
were applied at each prototypical grade band level (EXAMPLE: minimum
teacher resources would be applied in a 6-12 school to both the middle
school grade band (6-8) and the high school grade band (9-12));

Non-teacher
resources were to be applied to the highest grade band within a co-located
configuration (in the above example, nonteacher resources would be applied
based upon resources generated at the 9-12 prototypical configuration);

The
law was unclear on non-teacher resources; this legislation clarifies the
law accordingly;
