Summary/Major Elements:

Under
current law legislative authorization is required for "large
projects" (i.e., those for which funding exceeds $200,000) funded from the
wildlife and natural resource funding expenditure account. Small projects are
those under that amount and funding is continuously appropriated for those
projects. This act:

Clarifies that a project
funded by the Wildlife and Natural Resource
Trust Account Board shall be considered a "small project"

if
the total of all grants sought or previously awarded by the Board total
$200,000 or less.

Modifies the Board's
legislative authorization to include that the Board may approve additional
grants for a previously authorized large project not to exceed a total of an
additional $100,000.

Subsequent legislative
authorization is required for any grant to a large project in excess of the
limits of this additional amount.

are amended to read:

Definitions.

(a)

As used in this act:

(iii)

"Large project" means a project for which the
grant

total of all grants
sought

or previously awarded
under this act equals or exceeds two hundred thousand dollars ($200,000.00);

(vi)

"Small project" means a project for which the
grant

total of all grants
sought

or previously awarded
under this act is less than two hundred thousand dollars ($200,000.00);

Wildlife and natural resource trust account board established; terms; meetings; duties.

(e)

The board shall receive and evaluate applications for grants from the income account, shall forward applications for large projects to the select committee for review and recommendation. The board may approve grants for any small project. Funds in the income account are continuously appropriated for small project grants approved by the board
. No funds shall be expended from the income account for large projects except upon specific legislative appropriation

and for approved large projects as specified by subsection (k) of this section
.

(k)

No funds shall initially be expended from the income account for large projects except upon specific legislative
authorization
. Following the initial legislative
authorization to expend
funds for a large project, the board may approve
additional
grants for
that
large project not to exceed a total of an additional

Section 2.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
