This act creates a new crime
called careless driving. A person is guilty of careless driving if they
operate a vehicle in a manner inconsistent with the exercise of due and
diligent care normally exercised by a reasonably prudent person and in a manner
that creates an unreasonable risk of harm to other persons or property.

The act specifies that it
does apply to persons, motor vehicles and equipment while in work upon a
highway in addition to other vehicles.
