Under current law, procedures
and requirements for adoption do not distinguish between the adoption of a
child and the adoption of an adult.

This bill establishes
requirements specific to the adoption of an adult, including specifying that an
adult may be adopted, regardless of his state of residency, provided:

The adopting parent was a
stepparent, grandparent or other blood relative, foster parent or legal
guardian who participated in the raising of the adult when the adult was a child;

The adult who would be
adopted under the petition files a consent to the adoption with the court.

Wyoming

Persons subject to adoption.

(a)

Any
person

child
may be adopted who is within this state when the petition for adoption is filed.

(b)

Any adult may be adopted, regardless of his residence within or outside of this state at the time the petition is filed, provided:

(i)

The adopting parent was a stepparent, grandparent or other blood relative, foster parent or legal guardian who participated in the raising of the adult when the adult was a child; and

(ii)

The adult files a consent to the adoption with the court.

Section 2.

This act is effective July 1, 2009.
