WORKING DRAFT 2009 STATE OF WYOMING 09LSO-0404 HOUSE BILL NO. HB0197 Breast cancer license plate. Sponsored by: Representative(s) Carson, Buchanan, Connolly, Gilmore, McKim, Pedersen and Wallis A BILL for AN ACT relating to motor vehicles ; authorizing a sp ecial license plate for support of breast cancer prevention and awareness ; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming : S ection 1. W.S. 31 ‑ 2 ‑ 221 is created to read: 31 ‑ 2 ‑ 221. Special plates; breast cancer preven tion and awareness . (a) Any person required to register a vehicle in Wyoming may obtain distinctive breast cancer prevention and awareness license plates for any motor vehicle owned by that person upon registration of the vehicle. License plates issued under this section shall be displayed only on the vehicle for which they are issued. The license plates shall bear a distinctive symbol and letters identifying the registrant as an individual supporting breast cancer prevention and awareness . ( b) To obtain li cense plates under this section the registrant shall submit a donation of at least one hundred dollars ($100.00) to the cancer control program established and a dministered b y the department of health. Proof of payment issued by the department shall establish the registrant's eligibility to receive a special breast cancer awareness license plate from the county treasurer . Donations to the cancer control program collected under this section shall be payable to the department of health, and shall be deposited in a n account to be used in a manner consiste nt with the purposes of W.S. 35 ‑ 25 ‑ 203 . The minimum donative amount authorized under this section may be increased annually as determined by the department. (c) Except as provided in this section, payment for issuance and renewal of breast cancer prevention and awareness license plates shall be subject to the same requirements and fees as provided in this article. The fee required under W.S. 31 ‑ 3 ‑ 102(a)(viii) shall apply to special license plates described in this article. ( d ) The department shall c onsult with the Wyoming department of transportation to design a special breast cancer prevention and awareness license plate as a uthorized by this section and arrange for production of the special license plates. Following approval by the Wyoming department of transportation , special breast cancer prevention and awareness license plates shall be subject to redesign on the same schedule as all license plates beginning with the year 201 9 reissuance. The license plates shall be issued by the county treasurer of each county. ( e ) The department may prepare any special forms and issue any rules and regulations necessary to carry out this section. ( f ) Unless one thousand (1,000) sets of license plates are issued under this section before December 31, 201 9 , the plate authorized under this section shall be eliminated from production and the department shall report the cessation of production to the legislature not later than January 15, 201 9 .
