Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

There is appropriated
one hundred thousand
dollars ($
1
00,000.00) from the budget reserve account to
the state loan and investment board to be expended as provided in this act. None of this appropriation shall be expended until

a

joint powers board is created by
Hot Springs

County
and the town of
Thermopolis
for purposes of constructing and managing the
Big

Horn

Basin
nature and discovery center
. This appropriation shall only be expended for the purpose of funding
the
project planning
and investigating economic viability and funding options
for the Wyoming Big Horn basin nature and discovery center to be located on state park land near the entrance to
Hot Springs
state park
. Notw
ithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose
.

(b)

The design and construction of the discovery center shall follow the process for design and construction contracts with public entities provided in W.S. 16

(c)

Notwithstanding subsection (a) of this section,
no funds will be expended until
the joint powers board has entered into a lease agreement
pursuant to W.S. 36

Any unexpended, unencumbered or unobligated funds appropriated by this act shall lapse to the budget reserve account on June 30, 201
