A BILL

for

AN ACT relating to
administration of the government and the Wyoming health care commission;
providing for legislative liaisons to
the commission;
amending procedure for choosing leadership of the commission as specified; amending procedure for appointment of a director;
amending the duties of the commission as specified; extending the sunset date of the commission;
providing an appropriation;
and providing for an effective date.

Health care commission created; membership; salary; meetings; advisory committees.

(b)

The commission shall consist of eleven (11) members appointed by the governor. In addition, the director of the department of health or the director's designee and the insurance commissioner or the commissioner's designee shall be ex officio members of the commission.

In addition, the speaker of the house shall appoint t
wo (2) representatives, with not more than one (1) member from the same political party, and the president of the senate shall appoint two (2) senators, with not more than one (1) member from the same political party, to
serve as liaisons to
facilitate
planning
and communication
among the commission,
the joint labor, health and social services interim committee
and the legislature.
Legislative liaisons
shall
be entitled to attend commission meetings but shall have no vote.

Director; appointment; duties; additional staff; qualifications.

(a)

The
governor

commission
, with the consent of the

, shall appoint a director who shall serve at the pleasure of the commission. The director shall:

(i)

Serve as administrative head of the commission

and as a liaison among the governor's office, the legislature, the commission and the public
;

(a)

In carrying out the directives
of
the legislature, t
he commission shall develop strategies to improve health care and reduce health care costs for Wyoming citizens by holding public meetings throughout the state, hearing from experts and other interested parties, studying and researching other states' actions on health care reform, studying and utilizing Wyoming
and other
pertinent

data
and considering
current and

past efforts
.
and future possibilities that can be useful in decision making by addressing issues related to health care access, quality and cost.

(g)

By July 1 of each year, the commission shall
provide
to the
joint labor, health and social services interim committee
a list of prioritized recommendations to improve the health care of
Wyoming
citizens. The
commission
shall
specifically
identify
any recommendation
s
requiring the enactment of legislation and
any recommendation
s
requir
ing

additional
research by and funding of consultants
in order for the commission to make specific recommendations
intended to
result in improvements to the health care system in
Wyoming
. The
commission
may
make
advisory recommendations of policy initiatives regarding, but not limited to:

(i)

Procedures for planning, coordinating and developing statewide health related resources or programs;

(ii)

Monitoring
assessment of
whether health care is being delivered statewide in an optimal manner;

(iii)

Monitoring
assessment of
whether legislated policy initiatives are being delivered in an optimal manner;

(iv)

Strategies for
development of programs to enhance a statewide, integrated health care delivery system;

(v)

Providing health related information supportive of existing health related agencies and programs;

(vi)

Recommending policy to act as a catalyst and synthesizer of health policy in the public and private sectors;

(vii)

Providing the governor and legislature with measures of accountability for state funded health projects.

(h)

The commission shall continue to monitor health reform projects, including but not limited to:

(i)

Integrated health care pilot projects;

(ii)

Patient safety organizations;

(iii)

Health care access project design.

Section 2.

There is appropriated five hundred
forty-seven
thousand one hundred forty-seven dollars ($5
4
7,147.00) from the
tobacco settlement trust income account
to
the
health care commission. This appropriation shall be for the period beginning with the effective date of this act and ending June 30, 2010. This appropriation shall only be expended for the purpose of commission studies and administration. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as pro
vided by law on June 30, 2010.
