Sponsored by: Representative(s) Miller and Harshman A Bill for A JOINT RESOLUTION requesting Congress to prohibit the use of a fee in the calculation of any user rental agreement required for the production of electricity from wind turbines located on BLM lands . WHEREAS, the federal Bureau of Land Management (BLM) has historically imposed a fee based on a royalty in its calculation of the annual user rental agreement required for the production of electricity from any wind turbine located on BLM land; and WHEREAS, the production of electricity from wind turbines should be encouraged; and WHEREAS, the imposition of a fee on the production of electricity from wind turbines on BLM land can discourage the production thereof . NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE LEGISLATURE OF THE STATE OF WYOMING : Section 1. That the United States Congress prohibit the Bureau of Land Management from the use of a per site fee in the calculation of any user rental agreement required for the production of electricity from wind turbines located on BLM lands. Section 2. That the Secretary of State of Wyoming transmit copies of this resolution to the President of the United States, to the President of the Senate and the Speaker of the House of Representatives of the United States Congress and to the Wyoming Congressional Delegation.
