Subject: Ammonium nitrate. Summary/Major Elements: Provides definitions of ammonium nitrate, regulated ammonium nitrate materials, organic fertilizer and secondary or micro plant nutrients. Identifies what is considered an adulterated fertilizer. Requires the month and year of preparation or lot number to be included in the labeling of materials. Provides for the registration of persons in possession of ammonium nitrate or regulated ammonium nitrate materials. Requires ammonium nitrate and regulated ammonium nitrate materials to be secured to provide reasonable protection against vandalism, theft or other unauthorized use. Requires distributors to keep records for at least 2 years, of the date of sale, the quantity sold, the valid state or federal driver's license number, current physical address and telephone number of the purchaser of the ammonium nitrate or regulated ammonium nitrate materials. Requires an annual registration fee not to exceed $50. Comments: Contains delayed effective date Section 2 of this act is effective when the Governor certifies the filing of the final federal rule to the Wyoming Secretary of State.
