A BILL

for

AN ACT relating to Medicaid; providing for regular revision of provider reimbursement schedules as specified; providing for an increase in some reimbursements as specified; providing an appropriation; and providing for an effective date.

104 by creating a new subsection (e) is amended to read:

Powers and duties of department of health.

(e)

The department shall, every two (2) years in conjunction with the biennial budget process
adopt
a new reimbursement schedule for providers of services authorized pursuant to W.S. 42
‑
4
‑
103, using the most recent employment data, including vacancies, numbers of applicants, market factors, delivery of services data, usual and customary charges for the services and other appropriate data available to the department. The new reimbursement schedule shall not apply to those providers who have or will have a reimbursement system to cover increases in costs for Medicaid services.

There is appropriated

hundred thousand
dollars ($

from the
general
fund
and two million five hundred thousand dollars ($2,500,000.00) in federal funds
to the department
of health
. This appropriation shall be for the period beginning with the effective date of this act and ending June 30, 2010. This appropriation shall only be expended for the purpose of
providing a six percent (6%) increase in reimbursement of physicians and dentists under the Wyoming Medical Assistance and Services Act for services performed after June 30, 2009 and on or before June 30, 2010
. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2010. This appropriation shall be included in the department's 2011-2012 standard biennial budget request
.

Section 3.

This act is effective July 1, 2009.
