Persons not to be licensed; investigation by the division.

(a)

No driver's license shall be issued to any person who is under the age of seventeen (17) years, except as provided in W.S. 31

110 and 31

‑
117(c), or unless the person is at least sixteen (16) years of age and has held an intermediate permit pursuant to W.S. 31
‑
7
‑
110(g) or a similar permit from another jurisdiction for six (6) months and has completed a drivers education course approved by the appropriate school district, or taught by a person qualified as a driving instructor pursuant to W.S. 21
‑

‑
802(h), as evidenced by a passing grade or certificate.
Regardless of any other qualification
to receive a license, except
person
s
holding a restricted license under W.S. 31
‑

‑
117(c), no person shall receive a
class I or I2 driver
'
s license pursuant to W.S. 31

110(a), (b) or (g)
unless such person presents at the time of application:

(i)

A diploma or other certificate of high school graduation or a general education development certificate issued to the person in this state or any other state; or

(ii)

A certification

ed by the appropriate authority
, in a form adopted by the department, certifying that the person is:

(A)

Enrolled
in a course leading to a general education development certificate;

(B)

nrolled in a school of this state or any other state; or

(C)

E
nrolled in a private school, as defined by W.S. 21

Section 2.

The
Wyoming
department of transportation may adopt rules and regulations implementing the provisions of this act upon the effective date of this section.

Section 3.

(a)

Section 2 of this act
is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
u
tion.

(b)

Except as provided in subsection (a) of this section, t
his act is effective July 1, 2010.
