Summary/Major Elements:

The Wyoming Health Insurance Pool
("WHIP") provides health insurance to Wyoming residents who are
denied adequate affordable health insurance. The insurance is paid through
premiums and assessments on health insurance providers.

This act directs the insurance
commissioner to offer a new WHIP catastrophic health plan, with a $25,000
deductible level, for individuals who have been denied health insurance and whose
household income is less than 400% of the federal poverty level.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

106(b) by creating a new paragraph (vi) are amended to read:

Eligibility.

(d)

For purposes of catastrophic health insurance pursuant to W.S. 26
‑
43
‑
106(b)(vi),
in addition to the requirements of subsection (a) of this section, eligibility shall be limited to those individuals whose
total
household income does not exceed four hundred percent (400%) of the federal poverty level.

Minimum benefits; limitations.

(b)

In establishing the pool coverage, the commissioner shall

Offer for those individuals described in W.S. 26

103(d) a catastrophic health plan having a deductible level of twenty-five thousand dollars ($25,000).

Section 2.

This act is effective July 1, 2009.
