A BILL

for

AN ACT relating to
legislative studies;
providing for
a study by the management audit committee of school districts to determine
the degree of

compliance with and success of reading and intervention programs

in
specified elementary school grades; requiring a report;
and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

The legislative service office under the supervision of the management audit committee shall conduct an audit of school districts to determine the extent to which individual school districts are complying with the specific requirements of the reading assessment and intervention program
pursuant to
W.S. 21
‑
3
‑
401. The
staff of the
management audit
committee
shall visit a representative sample of school districts in person, and may conduct telephone
or other
survey
s
of the balance of the school districts.

(b)

A report on the audit conducted under subsection (a) of this section shall be due
to the management audit committee
no later than November 15, 2009.
The report shall
:

(i)

I
dentify for each
school
district, the reading screening program used to screen for student performance in reading at grades one (1) and two (2)
;

(ii)

I
dentify the number and percentage of students at grades one (1), two (2) and three (3) who have been placed on an individualized reading plan
, or
are on an individualized education program
that
addresses reading difficulties
;

(iii)

To the extent practical
,
a
ss
ess
how school districts ensure
the individualized reading plans and reading components of
individualized education programs
are improving
reading comprehension for identified students
.
T
he report may
identify
and analyze any
data
within
individual school
districts
if
the
data

would be
useful and practical
;

(iv)

I
nclude a summary of
students' performance on the statewide assessment tests for reading in grades three (3) and four (4) for
each
school
district and analyze any correlations between compliance with the requirements of W.S. 27
‑
3
‑
401 and the performance on the assessment tests
;

(v)

I
nclude any additional analyses of
each school
district
's
performance
for
teaching reading
skills
in
all
early primary grades the committee deems relevant and any recommendations the committee believe
s

may be
appropriate
;

(vi)

Make any recommendations the management audit committee believes are appropriate relating to continuing, modifying
,
more vigorously enforcing or repealing the program authorized under W.S. 21
‑
3
‑
401.

(c)

The legislative service office is
authorized
to contract for all or part of the evaluation required by this act, if the management audit committee's workload precludes completion of the report by November 15, 2009.

This act is effective immediately upon co

pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
