A BILL

for

AN ACT relating to
the Wyoming health care commission; providing that the department of health shall maintain the commission's health professions database; providing for publication of a health professions statistical handbook; providing appropriations;
and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

The department of health shall assume from the
Wyoming
health care commission responsibility for managing and maintaining the health professions database developed by the commission. The department may continue to use the memorandum of understanding it has developed with the
University
of
Wyoming
for managing and maintaining the database until the time it is appropriate to rebid this function. The department shall publish an updated statistical handbook based on the database from time to time, but at least once per biennium.

Section 2.

(a)

There is appropriated two hundred fourteen thousand dollars ($214,000.00) from the general fund to the department of health. This appropriation shall be for the period beginning with the effective date of this act and ending June 30, 2010. This appropriation shall only be expended for the purpose of project management, data collection and database management related to the health professions database as provided in this act.
The department may print a health care professions statistical handbook and assess a fee to cover the cost of printing.
Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as pro
vided by law on June 30, 2010.

There is appropriated one hundred forty thousand dollars ($140,000.00) from the general fund to the department of health. This appropriation shall be for the period beginning with the effective date of this act and ending June 30, 2010.

his appropriation shall be expended for the purpose of data analysis and reporting
required by
s
ection 1 of this act
.

One hundred thousand dollars ($100,000.00) of this appropriation shall be expended to design and implement a user-friendly interface for the database authorized by subsection (a) of this section to enable citizens and policy makers to effectively use the database.
Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any purpose
other than the purposes of this subsection
and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2010. This appropriation shall not be included in the department's 2011-2012 standard biennial budget request.
