specified.

Summary/Major Elements:

Under current law, a person
convicted of first degree sexual abuse of a minor is subject to imprisonment
for not more than 50 years, unless the person is subject to a sentence of life
imprisonment without the possibility of parole as a result of a prior
conviction for specified sexual offenses.

This bill provides that an
actor who is at least 21 years of age and is convicted of first degree sexual
abuse of a minor under the age of 13, shall be subject to imprisonment for not
less than 25 years, nor more than 50 years, unless the actor has a prior
conviction for specified sexual offenses, in which case the actor may be
subject to a sentence of life imprisonment without the possibility of parole.

Except as provided in subsection (c) of this section, a
