A BILL

for

AN ACT relating to
economic development; providing additional annual reporting requirements from the
Wyoming
business council and the department of workforce services as specified;
and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Workforce development training fund established.

(c)

Expenditures from the workforce development training fund for purposes authorized in subsection (b) of this section shall be approved by the director of the department of workforce services based on procedures, criteria and performance measures established by regulations. Notification of expenditures approved under paragraphs (b)(iii) and (iv) of this section and a copy of the training fund application shall be provided to the
Wyoming
business council. The director of the department of workforce services shall report annually to the governor and the
legislature

joint minerals, business and economic development interim committee
on the expenditures made from the training fund in the preceding fiscal year and the results of the activities funded by the training fund.

The report shall include:

(i)

Operational benchmarks:

(A)

Existing business and recruitment:

(I)

The number of
existing
companies
being assisted or
utilizing the training fund
;

(II)

The number of recruited companies
utilizing the training fund
;

(I

)

The number of jobs created or

retained
from recruited
or retained companies including:

(1)

Occupations;

(2)

Starting wage amounts;

(3)

Counties of operations;

(4)

Industrial sectors.

(

V)

The amount in dollars of grant assistance procured for training and development programs;

(V

The percentage of new jobs in the eleven (11) economic sectors of:

(1)

Agriculture;

(

)

Construction;

(3)

Finance, real estate and insurance;

(4)

Government;

(5

Manufacturing;

(6)

Mining;

(7)

Retail;

(8)

Services;

(9)

Te
chnology;

(

)

Transportation and utility;

Economic performance benchmarks:

(A)

Number of jobs created;

Average earnings per job and average weekly wages per sector;

Annual report and budget.

(a)

The council shall submit an annual report in the manner provided by W.S. 9
‑

‑
1014 and using the benchmarks prescribed in this act. In addition to the requirements of W.S. 9
‑
2
‑
1014,
using the most recent data available
,

included within the annual report shall be:

(ii)

A summary of the total investments made by the council under the
Wyoming
partnership challenge loan program, article 3 of this chapter, including:

(E)

A survey of each loan or grant recipient detailing the number of jobs directly created or retained including occupational and salary information and aggregate data summarizing the demographic information of newly hired employees.

(vii)

A summary of the grants, funds and loans from each program administered by the council using reporting elements under paragraph (a)(ii) of this section unless otherwise provided by statute;

(viii)

A report of the recommendations of the
Wyoming
council for women's issues pursuant to W.S. 9

501(c);

(ix)

The results of the performance measures identified in the council's business plan.

Creation; areas of attention.

(c)

On or before July 15 of each year the council shall submit a written report
on its activities under this section, including
any recommendations
,
to the
joint minerals, business and economic development interim committee.

Section 2.

1998 Wyoming Session Laws, Chapter 6, Section 1(d)(i)(A)(II) and (iii) by creating a new subparagraph (D) is amended to read:

business council shall measure the effectiveness of this act in submitting its annual report pursuant to W.S. 9

112 using benchmarks which include:

(i)

Operational benchmarks:

(A)

Existing business and recruitment:

(II)

The number of jobs created, lost or retained and capital investment from recruited or retained companies
;

including:

(1)

Occupations;

(2)

Starting wage amounts;

(3)

Counties of operations;

(4)

Industrial sectors.

(iii)

Quality of life benchmarks:
