Definitions
.

(a)

As used in this act:

(i)

"Boxing or sparring"
means boxing, wrestling or any form of competition in which a blow is usually struck which may reasonably be expected to inflict injury including, without limitation, toughman fighting, roughman fighting, bar brawls, ultimate fighting, mixed martial arts and extreme fighting. "Boxing or sparring" does not include amateur wrestling conducted in association with any elementary, secondary or post

secondary school

"Contest" means any boxing or sparring contest, match or exhibition conducted for an audience. "Contest" does not include any training or practice related to boxing or sparring

Sparring and boxing prohibited; exception.

(a)

Except as provided in subsection (b) of this section, n
o boxing
or sparring
contest
shall be held
in this s
tate unless it is held within the limits of an incorporated city or town which has
adopted
a
boxing ordin
ance
in accordance with
this
act
.

(b)

Upon the request of the county commissioners of a county, a
boxing or sparring contest may be held
in a county
outside the limits of
an incorporated city or town if
a
city or town
in that county
issues a special
permit in accordance with the boxing
ordinance adopted by the city or town
pursuant to this act
and the contest is conducted in accordance with all boxing ordinances of th
at
city or town and the provisions of this act.

(a
)

A

incorporated
city or town may

dopt a boxing ordinance
for the purpose of directing, managing and controlling all boxing and sparring contests within the limits of the city or town.

(b)

A
boxing ordinance
adopted
pursuant to subsection (a) of this section
shall
govern all boxing and sparring contests
held within the
municipality

to help
ensure
the safety of participants and the audience
.

The ordinance shall include,
without limitation
:

(i)

L
imit
ations on
the length and number of rounds of a boxing and
sparring contest
;

(ii)

R
equirements for gloves and other equipment used in the contest;

(iii)

A requirement for the
examination of the participants
in a boxing and sparring contest
by a physician licensed in
Wyoming
;

(iv)

Requirements
for
the use of
competent referees;

(
v)

Requirements for the issuance of a special permit pursuant to W.S. 33

122(b); and

(v
i
)

A
n age limit for audience members not
accompanied
by a parent or guardian.

(c)

An incorporated city or town may establish
a boxing commission to enforce
a boxing ordinance adopted pursuant to
this section.

Penalty.

Any person who violates any of the provisions of this act shall be deemed guilty of a misdemeanor punishable by imprisonment for not more than six (6) months, a fine of not more than seven hundred fifty dollars ($750.00), or both.

General powers of governing bodies.

(a)

The governing bodies of all cities and towns may:

Adopt a boxing ordinance as provided in W.S. 33

123(a) and (b) and may establish a
municipal
boxing commission as provided in W.S. 33

‑
123(c).

This act is effective July 1, 2010.
