Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

There is created the
University
of
Wyoming
athletics hall of fame scholarship.

(b)

Under the
University of Wyoming athletics

hall of fame
scholarship program, subject to availability of funds as determined by the legislature, the University of Wyoming
may
provide not more than one (1) scholarship each year
as specified under subsection (f) of this section
to any applicant who has applied to the University of Wyoming for the scholarship to pursue a
baccalaureate

degree, and who meets the following qualifications:

(i)

The applicant
was inducted
in
to the
University
of
Wyoming
athletics hall of fame
;

(ii)

The
applicant
meets
the
standards for admis
sion to the
University
of
Wyoming
;

(iii)

The
applicant
has not completed a
baccalaureate
, graduate or professional degree from the
University
of
Wyoming
or any other degree granting institution.

(
c
)

A scholarship under this section shall be for the completion of a
baccalaureate
degree and shall
not exceed

the equivalent of
eight (8) full-time semesters
and shall not extend for more than six (6) years from the initial provision of the scholarship
.
The amount of the scholarship shall be
o
ne thousand six hundred dollars ($1,600.00) per semester if enrolled for twelve (12) or more semester hours
or that amount
times a fraction, the numerator of which is the number of hours for which the student is enrolled and the denominator is twelve (12), if enrolled at
the university
for at least six (6) and less than twelve (12) semester hours.

d
)

A
n applicant
is not eligible for a scholarship under this article if he:

(i)

Is not a
United States
citizen or a permanent resident alien who meets the definition of an eligible noncitizen under federal Title IV requirements or requirements of a subsequent similar federal enactment;

(ii)

Has not complied with
United States
selective service system requirements for registration, if the requirements are applicable to the student;

(
iii
)

Is incarcerated;

(
i
v)

Has been convicted of a felony in this state or another jurisdiction and has not been granted an exception by the department of education
applying the provisions of
W.S. 21-16-1308(b)(v);

(v)

Did not maintain the minimum passing grade point average as determined by the University of Wyoming in the previous semester;
or

(v
i
)

Does not otherwise qualify under this article for a scholarship.

Each year t
he
University
of
Wyoming
athletics hall of fame selection committee
or an equivalent group as determined by the
University
of
Wyoming

may, subject to availability of funds as determined by the legislature, choose up to one (1) applicant who is eligible under this section to receive the
University
of
Wyoming
athletics hall of fame scholarship. The scholarship shall only be made available if the legislature has appropriated funding to the
u
niversity for the purpose of providing that scholarship.

Section 2.

There is appropriated
twelve thousand eight hundred dollars ($12,800.00)
from the
general
fund to the
University
of
Wyoming

to fully fund the hall of fame scholarship awarded
for the 2010-2011
academic
year
.

This appropriation shall only be expended for the purpose of
providing one (1)
University
of
Wyoming
athletics hall of fame scholarship
.
Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law
on
July 1, 201
6
.

Section 3.
This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
u
tion.
