Definitions.

(a)

As used in this act:

(iv)

"Charges" means fees, tolls, rates and rentals
, including charges for operation and maintenance of any improvement assessed under W.S. 18-12-112(a)(xxi)

Petition for formation; limitation of purpose; change of purpose.

(a)

A petition to form a district
or to change the purposes of a district
shall be signed by not less than sixty percent (60%) of the persons owning land within the territory proposed to be included in the district, whose land in the proposed district has an assessed value of sixty percent (60%) or more of the assessed value of all of the land within the proposed district.

(b)

A petition for formation of a district may limit the improvements or services to be provided by the district.
Nothing in this subsection shall limit the ability to form a district for provision of any or all improvements or services authorized under W.S. 18

(c)

A petition to change the purposes of a district shall proceed in accordance with the process for formation of a district as provided in this article.

Powers of district.

(a)

Each district may
, in accordance with the purposes for which it was created
:

(viii)

Establish and collect charges for water, sanitation and related services and the use of improvements or services provided by the district, including authority to change the amount or rate
thereof

of any charges
, and to pledge the revenues
therefrom

from any charges
for the payment of district indebtedness;

Section 2.
This act is effective July 1, 2010.
