A BILL

for

AN ACT relating to
the use of wind-powered
electricity at state facilities; requiring
Level I and Level II studies by the state building commission;
providing
an appropriation

and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1
. Pursuant to W.S. 9
‑

‑
108(a), the state building commission shall perform a Level I reconnaissance study and Level II feasibility study for the construction of wind-powered electrical generation facilities at the
Wyoming medium correctional institution at Torrington, Wyoming
sufficient to provide one-half (1/2) of the institution's total annual electrical needs. For purposes
of W.S. 9

108(a)(i)(B), the
l
egislature has determined the need for the project. For purposes of the financing plan
and reporting
required by W.S. 9
‑
5
‑
108(a)(ii)
(G) and (J)
, the state building commission shall
include and report
to the
l
egislature

the total
estimated

cost of constructing, operating and maintaining the wind-powered electrical generation facilities.

Section 2
.
There is appropriated
two hundred thousand dollars ($200,000.00)
from the general fund to the
department of administration and information
.
This appropriation shall be expended only for the purpo
se of
conducting and reporting the Level I and Level II studies required by Section 1 of this act.
Notwithstanding
any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law.
This appropriation shall not be included in the department of
administration and information's
annual 2013-2014 standard biennial budget request.

Section 3
.
This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
u
tion.
