The Wyoming infrastructure
authority, a state instrumentality, has historically been funded by loans from
the state. In 2008, the Attorney General opined that the Authority could be
funded with direct appropriations. Last session's budget bill did so and
required a study of issues related to funding the authority with direct
appropriations.

●

This act requires the Wyoming infrastructure authority to submit its budget for review in the same manner as
state agencies before it can receive any appropriation from the legislature.

●

This act limits any
appropriation to the Wyoming infrastructure authority to use for purely
administrative purposes, which may include planning and research.

Before any appropriation is made to the authority, the authority shall submit its budget for review as provided by W.S. 9
