A BILL

for

AN ACT relating to
professions and occupations; providing for an upgrade to the board of nursing's administrative and licensing system

; providing an appropriation;
directing the expenditure of the appropriation;
and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

There is appropria
ted seventy-five thousand dollars ($75
,000.00) from the general fund to the
board of nursing.
This appropriation shall be for the period beginning with the effective date of this act and ending
June 30, 2012.

This appropriation shall only be expended for the purpose of upgrading the board of nursing's computer system to enhance the quality and timeliness of services
provided by the board
as follows:

(i)

Forty-two thousand dollars ($42,000.00)
to develop and implement an electronic, on-line system for
submitting and considering applications for
initial licenses;

(ii)

Eigh
t
thousand five hundred dollars ($8,500.00) for internal KNurse system upgrades;

(iii)

Six thousand five hundred dollars ($6,500.00) to improve an automated e-mailing sy
stem designed to en
h
a
nce the board's communication with its nursing population
;

(iv)

Eight thousand dollars ($8,000.00) to provide electronic, on-line
capability
for licensees to update current
address
, phone number, e-mail and other personal information;

(v)

Ten thousand five hundred dollars ($10,500.00) to develop an electronic document library for the capture, storage
,
indexing
and retrieval
of nurse related documents.

(b)

Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2012.

(c)

This appropriation shall not be
included in
the board of nursing's
standard

budget.

Section 2.

The board of nursing shall provide a
report
to the joint labor, health and social services interim committee no later than
November
1, 2011 with respect to the expenditure of the
appropriation
provided by this act and the development,
functionality
and use of the
systems
and upgrades for which the
appropriation

has
been made.

Section 3.

This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit

tion.
