A BILL for AN ACT relating to children; creating the Wyoming task force on asset building for children ; creating a Wyoming asset building program account; providing appropriation s ; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming : Section 1 . W.S. 14 ‑ 12 ‑ 101 and 14 ‑ 12 ‑ 102 are created to read: CHAPTER 12 WYOMING TASK FORCE ON ASSET BUILDING 14 ‑ 12 ‑ 101. Wyoming task force on asset building for children ; comp osition; duties . (a) There is created the task force on asset building for children . (b) The task force shall be comprised of: (i) Two (2 ) member s of the senate appointed by the president of the senate; (ii) Two (2 ) member s of the house of representatives appointed by the speaker of the house; (iii ) One (1) member from a private nonprofit organization dedicated to children's issues appointed by the speaker of the house ; (iv) One (1) member from an organization dedicated to promoting financial literacy appointed by the president of the senate; (v) A staff member from the state treasurer's office appointed by the treasurer; (vi) A staff member from the department of education appointed by the superintendent of public education; (vii) A staff member from the department of family services appointed by the director of the department of family services ; (viii) A staff member from the governor's office appointed by the governor. (c) The members of the task force shall elect a legislative member as chairman to preside over meetings. (d) The task force shall: (i) Study the feasibility of creating a statewide program to: (A) Encourage savings behavior in children; (B) Increase the financial literacy of children ; (C ) Provide children with a financial asset to be expended upon : (I) P ost secondary education expenses ; (II) D own payments for owner occupied residence s ; or (III) A ny other expenditure recommended by the task force and authorized by the legislature. (D ) Ensure a greater level of investment in children; and (E ) Improve the social and economic prospects of the children of Wyoming while increasing the economic and social welfare of the state as a whole. (ii) Periodically report its find ings and recommendations to the joint labor, health and social services interim committee; (ii i) Reco mmend to the joint labor, health and social services interim committee statutory changes or other changes that may be required to implement recommendations of the task force . (e) Staff and support for the task force shal l be provided by the state treasurer's office. Members who are government employees or public officials shall be considered on official business of their agency when performing duties as members of the task force. Other nonlegislative members shall receive mileage and per diem in the same manner and amount as state legislators when performing duties. Legislative members of the task force shall be paid salary, mileage and per diem as provided by W.S. 28 ‑ 5 ‑ 101. (f ) The task force shal l terminate on December 31, 2015 . 14 ‑ 12 ‑ 102. Wyoming task force on asset building for children program account. There is created the asset building for children program account. Funds in the account shall only be expended upon appropriation by the legislature to implement projects recommended by the task force and approved by the legislature. Notwithstanding any other provision of law, funds within the account shall not be transferred or expended for any other purpose. Notwithstand ing W.S. 9 ‑ 2 ‑ 1008, 9 ‑ 2 ‑ 1012(e) and 9 ‑ 4 ‑ 207(a), funds within the account shall not lapse or revert until directed by the legislature. Earnings on monies within the account shall be deposited to the account. Section 2 . (a) There is appropriated fif teen thousand dollars ($ 1 5,000.00) from the general fund to the legislative service office. This appropriation shall be for the period beginning with the effective date of t his act and ending June 30, 2012 . This appropriation shall only be expended for the purpose of paying salary, per diem and mileage for legislative members of the task force. Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose. Funds appropriated under this subsection shal l not revert until June 30, 2012 . (b) There is appropriated ten thousand dollars ($ 1 0,000.00) from the general fund to the state treasurer's office. This appropriation shall be for the period beginning with the effective date of this act and ending June 30, 2012. This appropriation shall only be expende d for the purpose of paying per diem and mileage for members of the task force who are not legislators and are not government employees or public officials . Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose. Funds appropriated under this subsection shall not revert until June 30, 2012. (c ) T hree million dollars ($3,000,000.00) is appropriated from the budget reserve account to the asset building for children program account created by this act. Section 3.
