A BILL

for

A JOINT RESOLUTION proposing to amend the Wyoming Constitution to allow the legislature to provide for a procedure and laws governing unification of counties and municipalities; defining unified governments as counties for taxation and revenue purposes
; providing legislative authority to further define powers and authority of unified governments;

requiring a vote
; and providing for continuance of debts and obligations
.

BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF
WYOMING
,
two-thirds of all the members of the two houses, voting separately, concurring therein:

Section 1.

The following proposal to amend Wyoming Constitution, Article 14, Section 6 is proposed for submission to the electors of the State of
Wyoming
at the next general election for approval or rejection to become valid as a part of the Constitution if ratified by a majority of the electors at the election:

Article 14, Section 6.

Consolidation of offices
.

(a)

Whenever practicable the legislature may, and whenever the same can be done without detriment to the public service, shall consolidate offices in state, county and municipalities respectively, and whenever so consolidated, the duties of such additional office shall be performed under an ex officio title.

(b)

The legislature may establish through general law a procedure and laws governi
ng the unification of counties with
municipalities. A unified government shall be recognized under this constitution and the laws of the state as a county for purposes of taxation and revenues
.
The legislature shall provide by general laws applicable to all unified governments for the powers and authority of the same, which laws may determine application of provisions of this constitution governing counties and municipalities.
Any procedure adopted by the legislature shall
include a requirement for a vote of the electors of the affected
county and municipalities
and a requirement that any existing debt or obligation of the municipalities and counties involved in a unification shall become a debt or obligation of the unified government
.

Section 2.

That the Secretary of State shall endorse the following statement on the proposed amendment:

The passage of this amendment would
allow the legislature to create a method to combine county and municipal governments. The combined governmental entity would be
considered
a county for tax and revenue pu
rposes
.

The legislature will further provide by law powers and authority of all unified governments.
No combination may occur without a vote of the people
and the debts and obligations of the unifying governments will become debts and obligations of the unified government
.
