WORKING DRAFT ORIGINAL SENATE FILE NO. 0059 ENROLLED ACT NO. 85, SENATE SIXTY-FIRST LEGISLATURE OF THE STATE OF WYOMING 2011 GENERAL SESSION AN ACT relating to the Wyoming Controlled Substances Act; adding specified controlled substances to schedule I of the a ct ; authorizing additional positions ; providing an appropriation; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming : Section 1. W.S. 35 ‑ 7 ‑ 1014(d) by creating a new paragraph (xxxv) is amended to read: 35 ‑ 7 ‑ 1014. Substances included in Schedule I. (d) Hallucinogenic substances. ‑ Unless specifically excepted or unless listed in another schedule, any material, compound, mixture or preparation which contains any quantity of the following hallucinogenic substances, their salts, isomers and salts of isomers whenever the existence of these salts, isomers and salts of isomers is possible within the specific chemical designation (for purposes of this paragraph only, the term "isomer" includes the optical, position and geometric isomers): (xxxv) Synthetic cannabinoids as follows: (A) (6aR,10aR)-9-(hydroxymethyl)-6,6-dimethyl-3-(2- methyloctan-2-yl)-6a,7, 10, 10a-tetrahydrobenzo[c]chromen-1-ol ; some trade or other names: HU-210 ; ( B ) D exanabinol, (6aS,10aS)-9-(hydroxymethyl)-6,6-dimethyl-3-(2-methyloct an-2-yl) -6a,7,10,10a-tetrahydrobenzo[c]chromen-1-ol; some trade or other names: HU-211; ( C ) A ny compound structurally derived from 3-(1-napthoyl)indole , 1H-indol-3-yl-(1-naphthyl)methane , 3-(1-napthoyl)py r role or 3-(phenylacetyl)indole by substitution at the nitrogen atom of the indole or py r role ring by alkyl, alkenyl, cycloalkylmethyl, cycloalkylethyl, or 2-(4-morpholinyl)ethyl , whether or not further substituted in the indole ring to any extent , and whether or not substituted in the naphthyl or phenyl ring to any extent ; s ome trade or other name s : JWH class compounds ; ( D ) 2-[(1R,3S)-3-hydroxycyclohexyl]-5-(2-methyloctan-2-yl)phenol) ; some trade or other names: CP 47,4 97. Section 2. (a) The attorney general is authorized an additional one ( 1 ) full-time forensic analyst position to implement this act. (b) There is appropriated fifty-six thousand seven hundred thirty-six dollars ($ 56 , 736 .00 ) from the general fund to the attorney general. This appropriation shall be for the period beginning with the effective date of this act and ending June 30, 201 2 . This appropriation shall onl y be expended for the purposes of this act . Notwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2012. Section 3 . This act is effective immediately upon co m pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit u tion.
