Summary/Major Elements:

Under House and Senate rules
membership on standing committees is to be apportioned as nearly as possible to
reflect the percentage of the elected membership of the majority and minority
parties of the body.

Current law provides for specified
numbers of members from each party for the management audit, select water,
capital financing and investments and select school facilities committees.

This act changes those
committee membership requirements from statutory specified numbers to the
proportionate representation described above.

This act also changes the
date for appointments to be made to various committees from March 15 to March
31.

The act is applicable
beginning with the 61
st
(current) Legislature.

Auditing of state agencies; management audit committee; factors to be considered in audit reports.

(a)

During every regular session the president of the senate and the speaker of the house of the
Wyoming
legislature shall each appoint five (5) members of their respective bodies to a management audit committee.
Not more than three (3) members appointed from each house shall be from the same political party

Appointments
to the committee by each presiding officer
shall reflect
as nearly as possible
the percentage of the elected membership of the majority and minority parties of
each house
, provided

that
not more than four (4) members appointed by each presiding officer shall be from the same political party
.
The committee may appoint one (1) additional member of the legislature to this committee.

(i)

The president of the senate shall appoint six (6) members of the senate apportioned as nearly as possible to reflect the percentage of the elected membership of the majority and minority parties of the senate

Commencing with the sixty-first legislature, the membership of every committee subject to this act shall be apportioned in accordance with this act.
