A BILL

A JOINT RESOLUTION proposing to amend the Wyoming Constitution by adding a requirement that specified
officials and other persons
receive specified constitutional instruction.

BE IT RE
SOLVED BY THE LEGISLATURE OF THE STATE OF
WYOMING
, two-thirds of all the members of the two houses, voting separately, concurring therein:

Section 1.
The following proposal to amend
the
Wyoming Constitution
by creating A
rticle 16,
S
ection 23

is proposed for submission to the electors of the State of
Wyoming
at the next general election for approval or rejection to become valid as a part of the Constitution if ratified by a majority of the electors at the election:

Article 6, Section 23. Constitutional instruction.

Every person holding any civil office
under the state or any municipality therein
and all persons
required by law to take
an oath to uphold the Wyoming
or United States
constitution as part of any
employment
or appointment, whether compensated or not,
shall receive no less than three (3) hours of constitutional instructi
on prior to
assuming the duties of their
office or
beginning
their
employment
or appointment
. The constitutional instruction
shall
teach the fundamental principals of the
United States
and
Wyoming
constitutions without interpretation and consistent with the plain meaning of the constitutional language drafted by the founding fathers.

Section 2.
That the Secretary of State shall endorse the following statement on the proposed amendment:

The adoption of this amendment will
require that any person holding a civil office in
Wyoming
and any person who
is required
by law
to take
an oath to uphold the
Wyoming

or
United States
c
onstitution as part of their employment or
appointed
position
receive constitutional instruction. The instruction will
teach the fundamental principals of the
United States
and
Wyoming
constitutions without interpretation and consistent with the plain meaning of the constitutional language drafted by the founding fathers.
