Amends the use tax provision
to "mirror" the sales tax statute.

Specific purpose excise tax
is prohibited from being used for "ordinary operations of local
government, except those operations related to a specific project". Bill
provides an exception to this prohibition by allowing one (1) time major work
to be done upon a public roadway.
