buildings
;

providing penalties;
and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

in a secured
court building
; penalties.

(a
)

No person shall carry or possess a
firearm
beyond
the

secured
entrance to any building, or
the
secured entrance to designated parts thereof, during such times that such secured entrance
:

(i)

H
as a guard post staffed by a uniformed and armed security guard or peace officer
;

(ii)

Has
been conspicuously posted
with signs
in accordance with subsection (
b
)
of this section; and

(iii)

W
hich features one
(1)
or more of the following security measures

to identify and exclude unauthorized persons or
hazardous or unauthorized
articles:

(
A
)

Magnetometers or similar metal detection devices;

(
B
)

X-ray or similar scanning devices;

(
C
)

Card-based or biometric access devices; or

(
D
)

Doors
that are intended to remain locked at all times that have key access, or doors
or gates with remotely

activated locks and intercom

or video monitoring equipment.

(b
)

Signs shall be posted at all entrances
to the
building, or
part of a building
,
which
are
secured
as
specified
in
subsection (a) of this section. The signs shall be posted at a
height of between five (5) and six (6) feet above the ground or floor and positioned so as to provide an unobstructed view to those using the entrance to the secured area. The s
igns
shall be
at least eight (8) inches tall by ten (10) inches wide
and shall
contain the following or substantially similar language:

105, weapons are prohibited in this building beyond this point. Violators are subject to criminal penalties.
"

(c
)

T
his section
shall not apply to:

(i)

Peace officers while engaged in the performance of their official duties;

(ii)

A person who has been specifically authorized to carry or possess a
firearm

in the building, or parts thereof, by the
board of county commissioners of the county
in which the building is located or by any judge operating in the building
; or

(i
ii)

Any part of the building which may be entered without first passing through a secured entrance as described in subsect
ion (a
)
of this section
.

(d)

Nothing in this section shall be construed to authorize the possession of a firearm anywhere where prohibited by federal law or to authorize the possession of a concealed firearm where prohibited by W.S. 6
‑

‑
104(t).

(e
)

Any person carrying or possessing a
firearm
in violation of
this section is guilty of a misdemeanor punishable by a fine of not more than
five hundred dollars

(

for a first offense
. A
second or subsequent
offense
shall be punishable by
a fine of not more than seven hundred fifty dollars (
$750
.00)
, imprisonment in the county jail for not more than six
(6)
months, or both.

(f
)

As used in this section:

(i)

"
Building
"
means a
county building containing a district court or a circuit court
;

(ii)

"
Firearm
"

means any weapon which will or is designed to expel any projectil
e by the action of an explosive.

Section 2.

This act is effective July 1, 2012.
