Modifies computation of ADM
for purposes of determining charter school entitlements to school foundation
program funding;

Modification to ADM
computations allows charter schools expanding enrollment by including grades
above existing configuration levels, to adjust ADM counts by the October 1
student enrollment count taken on the first year of operation under the
expanded grade configuration levels;

The effect is to allow
adjustment to current enrollment levels for purposes of foundation fund
entitlements, as opposed to experiencing a one-year lag in funding under
existing computations;

The adjustment applies only
to charter schools in their fourth or subsequent year of operation. (Note,
existing law allows charter schools to adjust to current enrollment levels in
first three years of operation.)

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

(a)

Students counted among district ADM; determination of charter school funding.

(a)

Each student attending a charter school shall be counted among the average daily membership of the school district in which the school is located and the school shall be included in the district's configuration of schools reported to the state superintendent under W.S. 21

309(m)(iv). Average daily membership of the charter school shall be calculated as follows:

Notwithstanding W.S. 21

309(m)(iv)(A), for any charter school in its fourth or subsequent year of charter school operation and the charter school expands its enrollment to include one (1)
