A BILL

for

AN ACT relating to
governmental studies; providing for a task force to study governmental continuity in case of a disruption in federal government operations; providing for a report; providing appropriation

and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

(a)

There is created a government continuity task force consisting of the following members:

(i)

Two (2) senators appointed by the president of the senate;

(ii)

Two (2) representatives appointed by the speaker of the house;

(iii)

The director of the department of homeland security or his designee;

(iv)

The attorney general or his designee;

(v)

The adjutant general or his designee;

(vi)

The director of the department of agriculture or his designee; and

(vii)

The director of the oil and gas conservation commission or his designee.

(b)

The task force shall study potential impacts on Wyoming of, and preparation of the government and the people of Wyoming for, a potential disruption of the United States federal government including, but not limited to:

(i)

Potential effects of the rapid decline of the United States dollar and the ability to quickly provide an alternative currency;

(ii)

Potential effects of a situation in which the federal government has no effective power or authority over the people of the United States;

(iii)

Potential effects of a constitutional crisis;

(iv)

Coordination between the governor's office, Wyoming national guard and any federal military in Wyoming;

(v)

Potential effects of a disruption in food distribution;

(vi)

Potential effects of a disruption in energy distribution.

(c)

The task force shall submit a report and recommendations with respect to the issues specified in subsection (b) of this section to the governor and the legislature by December
1, 2012
.

(d)

Members of the task force who are legislators shall be paid salary, per diem and mileage as provided in W.S. 28

‑
101 for their official duties as members of the task force. Members of the task force who are state employees shall not be paid any additional salary for their official duties as members of the task force. The legislative service office shall staff the task force.

(e)

There is appropriated from the general fund
:

(i)

Eighteen
thousand dollars ($
18
,000.00) to the legislative service office for purposes of this
act
and payment of salary, per diem and mileage for legislative task force members
;

(ii)

Fourteen thousand dollars ($14,000.00) to the governor's office for payment of authorized per diem and mileage for nonlegislative task force members.

Section 2.
This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
