Summary/Major Elements: The department of state parks and cultural resources is required by W.S. 36-4-106(f) to submit plans for acquisition of lands to the joint travel, recreation, wildlife and cultural resources interim committee and the committee shall prepare legislation for the acquisition as it determines appropriate and necessary. This act authorizes the acceptance of donated lands in Douglas, Wyoming known as the Douglas POW officers quarters. This act appropriates $89,500 for the stabilization and maintenance of the property. This act authorizes the board of land commissioners to sell to the department of state parks and cultural resources a 40 acre parcel in Hot Springs State Park known as the bison pasture. This act appropriates $96,000 for the purchase of the land.
WORKING DRAFT ORIGINAL SENATE FILE NO. 0043 ENROLLED ACT NO. 44, SENATE SIXTY-FIRST LEGISLATURE OF THE STATE OF WYOMING 2012 BUDGET SESSION AN ACT relating to state parks and cultural resources; authorizing the acceptance of lands as specified; authorizing the acquisition of lands commonly known as the Douglas POW officer’s quarters; directing the conveyance and purchase of state trust lands from the state board of land commissioners as specified; providing appropriation s ; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming : Section 1. (a) The legisl ature authorizes the acceptance, by the department of state parks and cultural resources, of the following donated lands located in Douglas, Wyoming, commonly known as the Douglas POW officer’s quarters , to be managed by the department of state parks and cultural resources upon final negotiation with the appropriate parties: (i ) Lots 115 and 117 within Section 8, Township 32 North, Range 71 West, 6 th P.M. Converse County, Wyoming, cont aining 1.537 acres more or less . (b) The board of land commissioners is authorized and directed to convey its right, title and interest, in the surface estate of the following described parcel of land to the department of state parks and cultural resources: (i) For inclusion into Hot Springs S tate P ark, eighty (80) acres of land in the W1/2 SE1/4 Section 30; Township 43 North, Range 94 West in Hot Springs County located in the bison p asture at Hot Springs State Park . Section 2. (a) There is appropriated eighty-nine thousand five hundred dollars ($ 89 , 5 00.00) from the general fund to the department of state parks and cultural resources for the period beginning with the effective date of this act and ending June 30, 2014 for purposes of funding the stabilization and maintenance of the Douglas POW officer’s quarters described in section 1(a) of this act. N otwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 2014. (b) There is appropriated an amount not to exceed ninety- six thousand dollars ($ 96 , 0 00.00) from the general fund to the office of state lands and investments for the period beginning with the effective date of this act and ending June 30, 201 4 for purposes of funding the purchase provided in section 1(b) of this act. N otwithstanding any other provision of law, this appropriation shall not be transferred or expended for any other purpose and any unexpended, unobligated funds remaining from this appropriation shall revert as provided by law on June 30, 201 4 . Section 3. This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
