Be It Enacted by the Legislature of the State of Wyoming:

Meningococcal vaccination.

(a)

Any
student
attending
the university
, full or part time, shall within thirty (30) days after the date of
enrollment
provide to the appropriate
university
official written documentary proof of
vaccination against
meningococcal meningitis
. For purposes of this section, documentary proof of
vaccination

means
written certification by a private licensed physician or his representative
,
or by any public health authority, that the
student

has received a quadrivalent meningococcal conjugate vaccine
. Documentation shall include month, day and year of
the

vaccination. The president
shall
not
permit a student to attend
the university
for more than thirty (30) calendar days without documentary proof of
vaccination as required by this section.
Waivers shall be authorized by the state or county health officer upon submission of written evidence of religious objection or medical contraindication to the administration of any vaccine. In the presence of an outbreak of
meningococcal meningitis,
as determined by the state or county health authority,
students
for whom a waiver has been issued and who are not immunized against
meningococcal meningitis
shall be excluded from
the university
for a period of time determined by the state or county health authority
.

(b)

The president shall cooperate with the department of health in adopting rules and regulations to
implement
this section.

The department of health
, in cooperation with the University of Wyoming

and the community college commission, shall adopt r
ule
s
and regulation
s to implement a
program
for the vaccination of college students against meningococcal meningitis, as provided in W.S. 21-17-124 and 21
‑

‑
202(c)(ix). The vaccine required by this section shall be a quadrivalent meningococcal conjugate vaccine.

Powers and duties of the commission.

(c)

The commission shall perform the following administrative functions:

(ix)

Require a
ny student attending a community college, full or part time, within thirty (30) days after the date of enrollment, to provide to the appropriate college official written documentary proof of the student's vaccination against meningococcal meningitis. For purposes of this section, documentary proof of vaccination means
written certification by a private licensed physician or his representative, or by any public health authority, that the student has received a quadrivalent meningococcal conjugate vaccine. Documentation shall include month, day and year of the vaccination.
A college

(a)

This act is effective July 1, 2012.

(b)

This act shall apply to students enrolling at the University of Wyoming or a community college after the effective date of this act
and who were born after 1994
