Powers and duties generally.

(a)

Each board of county commissioners may:

(v)

Represent the county,
including but not limited to representing the county as a cooperating agency with special expertise
in matters related to the National Environmental Policy Act and
in federal land
planning, implementation and
management actions as provided for by W.S. 18

care for the county property and manage the business and concerns of the county in all cases where no provision is made by law;

(a)

When representing a county as a cooperating agency
in matters related to the National Environmental Policy Act and
in federal land planning
,
implementation and management actions
,
a boar
d of county commissioners shall
be deemed to
have special expertise on all subject matters for which it has statutory responsibility, including but not limited to, all subject matters directly or indirectly related to the health, safety, welfare, custom, culture and soci
o
-economic viability of a county.

(b)

The board of county commissioners of a county which has officially adopted a comprehensive plan pursuant to W.S. 18

202(b) may participate in efforts to coordinate the plan with federal
regional forest or other resource management plan
s
agencies

as provided in the Federal Land Policy and Management Act of 1976
, the Forest and Rangeland Renewable Resources Planning Act of 1974, as amended by the National Forest Management Act of 1976 and any other federal statute which provides for coordination with local governments
and federal regulations adopted pursuant to
that

act

including, but not limited to, Title 36, of the Code of Federal Regulations, part 219.7 and Title 43, of the Code of Federal Regulations, part 1610.3

Section 2.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
