Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

Certificates of insurance.

(a)

No person, wherever located, may
prepare,
issue or knowingly request the issuance of a certificate of insurance regarding a risk located in this state
that fails to
contain
a statement substantially similar to the following:
"
This certificate of insurance is issued as a matter of information only and confers no right upon the
certificate holder. This certificate of insurance does not amend, extend or alter the coverage, terms, exclusions and conditions afforded by an insurance policy referenced in this certificate of insurance.
"

, regardless of how it is titled or described, that is prepared or issued as evidence of property and casualty insuranc
e coverage.

(A)

Shall not include a policy of insurance, a certificate issued to a policyholder under a group insurance product, an insurance binder, policy endorsement or automobile insurance identification card;

(B)

Does not affirmatively or negatively amend, extend or alter the coverage afforded by an insurance policy to which a certificate of insurance refers;

(C)

Shall not confer to a certificate holder a right that is not provided by an insurance policy to which the certificate of insurance refers; and

(D)

Shall not refer to a contract that is not an insurance policy, including a construction or service contract.

(A)

Requests, obtains or possesses a certificate of insurance; and

(B)

Is not a policyholder.
