WORKING DRAFT 2013 STATE OF WYOMING 13LSO-0321 HOUSE BILL NO. HB0048 Barber licensing amendments. Sponsored by: Representative(s) Blake, Esquibel, K. and Madden and Senator(s) Cooper, Esquibel, F. and Geis A BILL for AN ACT relating to barber licensing; establishing an official symbol for barbers; amending the grounds upon which a license may be revoked , suspended or withheld; amending licensing requirements; requiring rulemaking; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 33 ‑ 7 ‑ 113 is created to read: 33 ‑ 7 ‑ 113. Barber poles; official symbol; display. A stationary or rotating pole with diagonal stripes of red and white or red, white and blue shall be knows as a barber pole and shall be the symbol of the practice of barbering . Section 2 . W.S. 33 ‑ 7 ‑ 207 ( a) (vii) and by creating a new paragraph (ix ) and 33 ‑ 7 ‑ 209(a)(iii) are amended to read : 33 ‑ 7 ‑ 207. Refusal to issue or renew; revocation; suspension; denial. (a) The board may revoke, suspend, deny, or refuse to issue or renew any certificate of registration or barbershop or barber school license, or may otherwise censure the holder of a certificate of registration or barbershop or barber school license for any of the following causes: (vii) Unprofessional conduct; and (ix) A judicial disposition of guilt or a plea of nolo contendere relative to a criminal offense which adversely relates to the practice or instruction of barberin g . 33 ‑ 7 ‑ 209. Qualifications for registration as barber; examination. (a) A certificate of registration to practice barbering shall be issued upon passage of a board administered or board approved examination, and upon meeting all requirements set forth by board rule and regulation, to any person who files a completed application, accompanied by the required fees and documentation and who: (iii) Is a cosmetologist or hair stylist licensed under W.S. 33 ‑ 12 ‑ 119 through 33 ‑ 12 ‑ 140, has completed seven hundred fifty (750) hours of training at an approved barber school or college as set forth in rules promulgated by the board and passed an examination conducted by the board to determine his fitness for practice. Section 3. This act is effective July 1, 2013. (END) 1 HB0048
