Summary/Major
Elements:

Currently, all fees for water pollution elimination
discharge permits are due to the Department of Environmental Quality (DEQ) by
January 1 of each year, including fees for permits that were issued during the
preceding calendar year.

This act requires that water discharge permit fees shall
be received prior to processing and issuance of the permit and annually
thereafter.

Permit fees shall not be pro-rated and are non-refundable
upon permit modification, termination or expiration.

This act removes archaic language concerning a national
pollution elimination discharge permit and recognizes that Wyoming has primacy
under the federal Clean Water Act to administer a state water pollution
elimination discharge permit system.
