WORKING DRAFT 2013 STATE OF WYOMING 13LSO-0463 HOUSE BILL NO. HB0180 Supplemental budget requests-limitations. Sponsored by: Representative(s) Jaggi, Burkhart, Davison, Gingery, Kroeker, Loucks and Petroff and Senator(s) Case, Dockstader and Driskill A BILL for AN ACT relating to state budgets; limiting supplemental budget requests as specified; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1. W.S. 9 ‑ 2 ‑ 1013(d) by creating a new paragraph (v) and by renumbering (v) as (vi) is amended to read: 9 ‑ 2 ‑ 1013. State budget; distribution of copies to legislators; copies and reports of authorizations. (d) In addition to the items contained in subsection (a) of this section and notwithstanding any other recommendations made by the governor, the state budget shall also include the governor's recommendations for appropriations for the ensuing two (2) years, or if a supplemental budget request, the remainder of the budget period, subject to the following: (v) Any recommendations in a supplemental budget request from the governor or state agencies shall be limited to amendments to the budget as follows: (A) Necessary reductions occasioned by state revenue forecast shortfalls; (B) Allocations necessitated by human or natural disasters; (C) Allocations necessitated by emergencies as certified by the governor; (D) For the governor's recommendations, i ncreased allocations for unexpected forecast balances; (E) Recommendations regarding increas es or decreases to savings; and (F) Necessary personnel adjustments. (v) (vi) Nothing in this subsection prevents the governor from recommending an additional, alternative budget without the limitations specified in this subsection. Section 2. This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution. ( END) 1 HB0180
