Veterans-resident tuition provisions.

A BILL

for

AN ACT relating to
education; providing
for
resident tuition for military veterans at the University of Wyoming and community colleges as specified;
providing a definition;
and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

Tuition to be as nearly free as possible; number, qualifications and selection of students for reduced tuition; reciprocal residency.

(e)

Any
person who is a military veteran

who does not qualify as a resident pursuant to subsection (d) of this
section
shall qualify as a resident for purposes of tuition at the university if
the person provides
:

(i)

A certificate or other e
vidence
of
r
elease or
discharge
of the veteran
from a
ctive
d
uty

issued by
the United States
department of defense, showing the
person
received an honorable discharge
or discharge under honorable conditions
from the active armed forces of the United States
:

(A)

W
ithin the twelve (12) month period
immediately preceding application for resident tuition pursuant to this subsection
;
or

(B)

Within the twelve (12) month period immediately preceding acceptance to the University of Wyoming or Wyoming community college if the applicant for resident tuition was attending the University of Wyoming or Wyoming community college on April 1, 2013.

(ii)

A signed written declaration that the veteran has relinquished residency in any other state and does not maintain residency in another state;

(iii)

Evidence that the veteran has taken overt steps to relinquish residence in any other state and establish residency in Wyoming, which may include:

(A)

A Wyoming voter registration card;

(B)

A current Wyoming driver's license or identification card;

(C)

A current Wyoming vehicle registration;

(D)

Evidence of employment in Wyoming;

(E)

A current real property lease showing the veteran as lessee of a Wyoming residence;

(F)

Utility bills showing a current account for a residence in Wyoming in the veteran's name.

(f)

For purposes of subsection (e) of this section, "military veteran" means a covered individual as defined in 38 U.S.C. 3311(b).

Powers and duties of the commission.

(a)

The commission shall perform the following general functions:
