Elements:

This legislation clarifies that the Governor is the
chairman of the State Building Commission. This clarification makes the
Governors position on the State Building Commission consistent with his
position on the Office of State Lands and Investments and the Board of Land
Commissioners.

The legislation also requires a recorded vote on all
matters constituting final action by the State Building Commission, the State
Loan and Investment Board and the Board of Land Commissioners.

State building commission; composition; general powers and duties; conflicts of interest
.

(a)

The five (5) elected state officers constitute the state building commission.

The governor shall be chairman of the commission, but in his absence from any meeting, one (1) of the members may act as chairman, and shall preside at
the
meeting. All votes taken to decide the commission's final action on any matter shall be recorded.

The director of the office of state lands and investments shall:

Keep a record of the proceedings of the board and such books and records as are necessary for the conduct of the business of his office
including a written record of all votes taken to decide the board's final action on any matter

Meetings; rules, regulations and forms of procedure; records
.

The board shall hold such regular and special meetings as it may prescribe and consider necessary for the proper transaction of the business before it. All meetings and transactions incident to the duties of the board, together with all protests, contests or other proceedings before it, shall be regulated by such reasonable rules, regulations and forms of procedure as may from time to time be prescribed by the board; and such rules, regulations and forms of procedure shall bear the same relation to proceedings pending before the board, and have the same legal force and effect, upon all parties to such proceedings, as the Code of Civil Procedure bears and has to civil actions and the parties thereto in the courts of this state. The board shall cause proper records of its meetings and other proceedings to be kept in suitable books, and shall preserve all important documents and papers pertaining to the lands of the state and business of the board.
All votes taken to decide the
board's
final action on any matter shall be recorded.

Section 2.

This act is effective July 1, 2013.
