AN ACT relating to oil and gas; providing that a registered professional engineer is not required to sign or stamp filings with the oil and gas conservation commission; providing that the oil and gas conservation commission may require that only registered professional engineers shall testify as an expert at a hearing before the commission; and providing for an effective date.
