(a)

No
person arrested or detained for an offense which does not constitute a felony
except those involving a weapon,
a
controlled substance or violence shall
be subject to a strip search unless there is
reasonable suspicion
to believe
the person is
concealing a weapon
, a
controlled
substance or contraband.

(b
)

For purposes of this section "s
trip search" means having a person remove or arrange some or all of his clothing so as
to permit a visual inspection of
the
person's
genitals, buttocks or breasts.
