Elements:

This legislation provides explicit authority for a
community college district board to pre-qualify bidders on construction
projects.

The projects on which a board may pre-qualify bidders
must be projects over which the board controls the bidding process. The board does
not control bidding on many projects where state funding is involved and where
the Department of Administration and Information is in control of construction
management.

[2013 Senate File 77 includes changes to Wyoming law which
assign additional construction management duties to the Department of
Administration and Information for community college construction projects.]

Pre-qualification must be accomplished through the use
of standard forms and procedures adopted by the board.

Section 2.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
