A BILL

for

AN ACT relating to legislative apportionment; providing for a
task force
comprised of
legislators and
county representatives; specifying appointment and duties; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

Not later than March 31 following the first general session after the federal decennial census, the president of the senate and speaker of th
e house shall jointly appoint a

task force to provide county representation
for
the
legislative reapportionment
process
. The
task
force
shall
be comprised of one (1)
legislator
from
each county.
The president and speaker shall cooperate to provide that the task force is comprised as near as practicable of two-thirds (2/3) representatives and one-third (1/3) senators.

If there is not a legislator residing in a county the county
commission
chairman or
his
designee
shall represent the county as a nonvoting member of the
task force
.
The
task force
shall exist until January 31 of the following year and shall provide to any legislative committee assigned the development of an apportionment plan
a proposal for reapportionment which
maintain
s
the
integrity of county boundaries as
practicable as possible
and shall advocate other county interests in the development of apportionment plans.
The proposal shall be submitted not later than September 1, to the legislative committee assigned the development of an apportionment plan.
The president and speaker shall jointly name a chairman and vice-chairman of the
task force
. Members of the
task force
who are not legislators
shall not receive any salary but shall receive per diem and mileage while attending and traveling to and from meetings
of the task force
